As Minnesota confronted widening racial disparities, rapid demographic change, and persistent workforce shortages, state leaders faced a fundamental challenge: how to ensure long-term economic strength and institutional effectiveness in a changing workforce. While equity and inclusion were increasingly named as priorities, they had not yet been embedded into the systems that governed hiring, leadership selection, advancement, and accountability.

The COVID-19 pandemic fundamentally altered the scale and visibility of homelessness in Saint Paul. Economic disruption, housing instability, and strained service systems pushed more residents into crisis, while encampments expanded rapidly in locations that had not previously experienced unsheltered homelessness. What began as a small number of tents grew, within months, into large sites housing dozens of people, often in unsafe conditions and amid rising community tension.

As Deputy Mayor of Saint Paul, Jaime Tincher confronted an extraordinary convergence of crises: the COVID-19 pandemic, civil unrest following the murder of George Floyd, and a significant cyberattack that threatened municipal operations, payroll, and public confidence. Each crisis carried high stakes on its own; together, they tested the city’s systems, workforce, and leadership capacity simultaneously.

During a period of divided government and heightened political polarization, Minnesota leaders faced sustained pressure to deliver major policy priorities, including education investments, infrastructure, and long-term fiscal stability with narrow margins and under constant public scrutiny. Progress required disciplined leadership capable of navigating competing interests while maintaining focus on execution.
